CSPA, C-WIN, AquAlliance file comments on 2010-11 Water Transfer Program

 

January 20, 2010 -- Attached are comments by the California Sportfishing Protection Alliance (CSPA), AquAlliance, and the California Water Impact Network (C-WIN)  on the Draft Environmental Assessment (EA) and Findings of No Significant Impact (FONSI) for the 2010-11 Water Transfer Program.  The transfer program would allow the sale of up to 395,910 acre feet of Central Valley Project (CVP) and non-CVP water. 

CSPA believes the project will have serious impacts to fisheries and groundwater resources and that the US Bureau of Reclamation must prepare a full Environmental Impact State because the Draft EA and FONSI are seriously deficient and fail to comply with numerous requirements of the National Environmental Quality Act (NEPA).  Likewise, the Department of Water Resources' failure to provide adequate review pursuant to the California Environmental Quality Act (CEQA) leaves the project vulnerable to legal Challenge under both NEPA and CEQA.

CSPA and C-WIN are presently in litigation with the California Department of Water Resources over the 2009-10 Drought Water Banks failure to comply with CEQA
