CSPA Added to
Steering Committee of National Hydropower Reform Coalition

February 7, 2009 -- The national Hydropower Reform Coalition has added
CSPA as a member of its steering committee. CSPA’s FERC Projects
Director Chris Shutes participated in his first national HRC steering
committee meeting on February 5. At the conclusion of that meeting, the
committee, which deals largely with federal energy policy as it relates
to hydropower, voted CSPA in, following the recommendation of California
Hydropower Reform Coalition Director Keith Nakatani.
CSPA is a founding member of the California Hydropower Reform
Coalition. Both Shutes and CSPA’s Conservation Director John Beuttler
sit on the CHRC steering committee. Both are also regular participants
in calls with HRC counsel to discuss legal and policy issues on both a
state and national level.
CSPA is involved on some level in a dozen FERC processes, including
the relicensing of hydropower projects and implementation of project
licenses once they are issued. Projects currently receiving the most
attention from CSPA are the relicensing of the DeSabla – Centerville
Project on Butte Creek, and the coordinated relicensing of Yuba-Bear and
Drum-Spaulding projects, which have facilities on the Middle Yuba, South
Yuba, Bear River, and West Placer creeks.
