CSPA Issues NOI to Asphalt Manufacturing Facility in Redding for Violations of Clean Water Act

On 14 September 2010, CSPA sent a Notice of Intent to Valley Slurry Seal Company in Redding California, for violations of the federal Clean Water Act.  The notice letter alleges that the 24-acre asphalt emulsion manufacturing facility is illegally discharging polluted stormwater in violation of the substantive and procedural requirements of the General Industrial Stormwater Permit into Clear Creek, which drains to the Sacramento River and ultimately to the Sacramento-San Joaquin Delta.
