ON 23 September 2013, CSPA and the Sierra Club submitted comments on the Port of Stockton’s application for a dredging permit under Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act. The comments point out numerous deficiencies in the Port’s application, likely environmental harm to fisheries and water and air quality and need for an Environmental Impact Statement that covers all connected actions.
